2569 (English Below)

14/10/2569 197

Statement of the National Human Rights Commission of Thailand (NHRCT)

on the 2026 Annual Meetings of the Boards of Governors of the International Monetary Fund (IMF) and the World Bank Group

Thailand has been selected to host the 2026 Annual Meetings of the Boards of Governors of the International Monetary Fund (IMF) and the World Bank Group from October 12–18, 2026, at the Queen Sirikit National Convention Center in Bangkok, under the overarching theme “Thailand’s New Horizons: Empowering People, Building Resilience.”

The National Human Rights Commission of Thailand (NHRCT) welcomes the trust placed in Thailand to host this significant event. We observe that the people-centred theme aligns fundamentally with human rights principles. Empowering people in practice is only possible when individuals have the freedom to speak, question, and co-determine the development trajectories that affect their lives. Likewise, resilience in the face of change can be sustained only when no group is left behind.

The NHRCT therefore asserts that the policies and financing mechanisms emerging from this forum must adhere to three foundational principles: (1) conducting Human Rights Impact Assessments (HRIA) before decisions are made; (2) ensuring the meaningful participation of affected stakeholders from the outset, rather than mere consultation after policies are designed; and (3) upholding transparency and accountability with truly accessible remedies. These principles are consistent with the United Nations Guiding Principles on Business and Human Rights (UNGPs) and Thailand’s National Action Plan on Business and Human Rights (NAP). In this regard, the NHRCT proposes the following recommendations.

            1. Digitalisation and Artificial Intelligence (AI): Technology should be harnessed to expand opportunities while strictly safeguarding data privacy and preventing algorithmic discrimination. Where AI is deployed in rights-impacting decisions—such as credit approvals or welfare screening—affected individuals must be provided with reasoned explanations, channels for appeal, and human review. Furthermore, services must adopt universal design to ensure accessibility for the elderly, persons with disabilities, and the digitally excluded, maintaining parallel non-digital avenues.

            2. Trade and Investment in a Fragmented Global Economy: Economic expansion must respect the rights of workers, migrant workers, and affected communities.
This requires comprehensive Human Rights Due Diligence (HRDD) across the entire supply chain, alongside accessible, non-retaliatory grievance mechanisms. The NHRCT reiterates its recommendation that the Government expedite the ratification of the International Labour Organization (ILO) Conventions No. 87 and No. 98.

            3. Climate Adaptation Finance: Financial resources must reach communities and vulnerable groups equitably, without shifting the burden of adaptation onto low-income populations. Land and housing rights must be protected against forced evictions. The energy transition must be a "Just Transition" for workers and communities reliant on legacy industries. Crucially, public debt burdens and fiscal conditionalities must not force reductions in health, education, and social protection budgets. This aligns with our prior recommendations to reform water and disaster management from a reactive paradigm to a preventive one.

            4. Demographic Shifts and the Longevity Economy: Policies must recognize the elderly as rights-holders entitled to dignity, rather than just fiscal burdens. Such policies should promote access to healthcare and long-term care, eliminating age-based discrimination in labor and financial markets, and developing adequate pension and social protection systems. Moreover, policies must account for the disproportionate burden of unpaid care work borne predominantly by women.

            5. Security and Freedom of Assembly: The security management of the Meetings must proceed in tandem with the protection of the right to freedom of expression and peaceful, unarmed assembly, as guaranteed by Sections 34 and 44 of the 2017 Constitution of the Kingdom of Thailand, and Articles 19 and 21 of the International Covenant on Civil and Political Rights (ICCPR). Any restriction on these rights must be prescribed by law, necessary in a democratic society, and proportionate to the legitimate aims recognized by the Covenant. The State holds the duty to respect, facilitate, and protect peaceful assemblies.

The NHRCT therefore urges the Government and the Royal Thai Police to clearly define and announce any controlled areas in advance; designate spaces for demonstrators to communicate their demands directly to delegates and the public; and facilitate the transit of those intending to exercise their right to peaceful assembly. Authorities should prioritize communication and negotiation as the primary approach throughout the assemblies. Law enforcement officers must clearly identify themselves, strictly observe the principles of necessity and proportionality, protect protesters' rights under due process of law, and facilitate the work of the media and independent observers, ensuring that spaces for public participation remain open. Concurrently, we appeal to the organizers and participants of the assemblies to exercise their freedoms peacefully, without weapons, and to provide staff or guards to maintain order.

            6. On-Site Monitoring and Grievance Redress: Throughout the Meetings, the NHRCT and our staff will be deployed to monitor the situation at principal assembly sites. We will receive urgent complaints from protesters, organizers, the media, and the public via the 1377 Hotline, enabling immediate coordination with relevant agencies and prompt action in accordance with our mandate.

The NHRCT calls upon all parties to collaboratively ensure that these Meetings serve as a platform for advancing sustainable development alongside genuine respect for human rights, freedoms, public participation, and access to remedy. Let this be the proof that "Empowering People" is not merely rhetorical, but a realized commitment.
