ตามที่ได้มีคนร้ายกลุ่มหนึ่งใช้อาวุธปืนกราดยิงและขว้างระเบิดไปป์บอมบ์เข้าใส่จุดตรวจบูเก๊ะซามี บ้านตลาดตันหยงมัส อำเภอระแงะ จังหวัดนราธิวาส อย่างอุกอาจ เมื่อเย็นวานนี้ (22 กรกฎาคม 2569) เป็นเหตุให้เจ้าหน้าที่ซึ่งกำลังปฏิบัติหน้าที่ดูแลความปลอดภัยให้ประชาชนเสียชีวิต 5 นาย และมีประชาชนบาดเจ็บ 6 คน โดยในจำนวนนั้นมีเด็กวัยเพียง 3 ขวบ และ 10 ขวบ รวมอยู่ด้วย

            คณะกรรมการสิทธิมนุษยชนแห่งชาติ (กสม.) ขอประณามการกระทำอันโหดร้ายและไร้มนุษยธรรมในครั้งนี้อย่างถึงที่สุด การจงใจใช้ความรุนแรงพรากชีวิตและทำร้ายผู้อื่นถือเป็นอาชญากรรมร้ายแรง ไม่ว่าผู้ก่อเหตุจะอ้างอุดมการณ์หรือความขัดแย้งใด ก็ไม่อาจทำให้การเข่นฆ่าเพื่อนมนุษย์กลายเป็นเรื่องที่ยอมรับได้

            การกระทำครั้งนี้เป็นการละเมิดสิทธิพื้นฐานที่สำคัญที่สุดของมนุษย์ นั่นคือสิทธิในการมีชีวิต ซึ่งถือว่าทุกคนเกิดมาพร้อมสิทธิที่จะมีชีวิตอยู่ ไม่มีผู้ใดมีสิทธิไปพรากชีวิตของผู้อื่น และรัฐมีหน้าที่ปกป้องคุ้มครองชีวิตของประชาชน สิทธินี้ได้รับการรับรองไว้ในมาตรา 28 ของรัฐธรรมนูญแห่งราชอาณาจักรไทย พุทธศักราช 2560 และในข้อ 6 ของกติการะหว่างประเทศว่าด้วยสิทธิพลเมืองและสิทธิทางการเมือง (ICCPR) ที่ประเทศไทยเป็นภาคี

            ยิ่งไปกว่านั้น การที่เด็กต้องมาบาดเจ็บจากกระสุนและระเบิด เป็นสิ่งที่ กสม.ห่วงกังวลและไม่อาจยอมรับได้เป็นอย่างยิ่ง เด็กทุกคนมีสิทธิที่จะมีชีวิตรอด เติบโต และพัฒนา และต้องได้รับการคุ้มครองจากความรุนแรงทุกรูปแบบ ตามข้อ 6 และข้อ 19 ของอนุสัญญาว่าด้วยสิทธิเด็ก (CRC) ที่ประเทศไทยผูกพันต้องปฏิบัติตาม

            กสม. ขอย้ำว่า ความรุนแรงไม่เคยเลือกว่าใครนับถือศาสนาใดหรือเป็นคนเชื้อชาติใด ผู้ที่ต้องเจ็บปวดและสูญเสียล้วนเป็นพี่น้องประชาชนในพื้นที่เช่นเดียวกัน ในโอกาสนี้ กสม. ขอแสดงความเสียใจอย่างสุดซึ้งต่อครอบครัวของเจ้าหน้าที่ที่เสียชีวิต พร้อมส่งกำลังใจให้เด็กและประชาชนที่ได้รับบาดเจ็บทุกคนให้หายเป็นปกติโดยเร็ว และขอให้หน่วยงานของรัฐดูแลเยียวยาผู้ได้รับผลกระทบและครอบครัวอย่างเป็นธรรมและทันท่วงที

            กสม. ขอเรียกร้องให้เจ้าหน้าที่เร่งนำตัวผู้กระทำผิดมาลงโทษตามกฎหมายโดยเร็ว ควบคู่กับการดูแลความปลอดภัยของประชาชน โดยการปฏิบัติงานของเจ้าหน้าที่พึงตั้งอยู่บนความเป็นธรรมและเคารพศักดิ์ศรีความเป็นมนุษย์ ไม่เหมารวมหรือสร้างความหวาดระแวงต่อชุมชนใด เพื่อให้จังหวัดชายแดนภาคใต้กลับคืนสู่ความสงบสุขและเป็นพื้นที่ปลอดภัยสำหรับทุกคนอย่างแท้จริง

Statement of the National Human Rights Commission of Thailand

Condemning the Attack on the Buketa Sami Checkpoint,

Ra-ngae District, Narathiwat Province

            The National Human Rights Commission of Thailand (NHRCT) strongly condemns the brutal attack carried out on the evening of 22 July 2026, in which an armed group opened fire and threw pipe bombs at the Buketa Sami checkpoint in Ban Talat Tanyongmat, Ra-ngae District, Narathiwat Province. This tragic incident claimed the lives of five officers who were on duty protecting local residents, and injured six civilians, including two children aged three and ten.

            Such deliberate acts of violence constitute a grave crime. No ideology, political objective, or conflict can ever justify the taking of human lives. The right to life is a fundamental and inalienable right that must never be arbitrarily deprived. The State bears a core obligation to respect and protect the lives of its people—a right firmly guaranteed under Section 28 of the Constitution of the Kingdom of Thailand B.E. 2560 (2017) and Article 6 of the International Covenant on Civil and Political Rights (ICCPR), to which Thailand is a State party.

            The NHRCT is deeply distressed by the injuries inflicted upon innocent children. Every child has an inherent right to survival, development, and absolute protection from all forms of violence, as enshrined in the Convention on the Rights of the Child (CRC), by which Thailand is legally bound. The NHRCT emphasizes that violence does not discriminate based on religion or ethnicity; those who suffer the pain and loss are all fellow members of the local community.

            The NHRCT extends its deepest condolences to the families of the officers who lost their lives, and wishes all injured civilians and children a full and speedy recovery. Furthermore, the NHRCT calls upon relevant State agencies to ensure that all victims and their families receive fair, comprehensive, and timely remedy and assistance.

            We urge authorities to bring the perpetrators to justice swiftly while maintaining robust measures to ensure public safety. In doing so, officials must execute their duties with strict adherence to fairness and respect for human dignity, avoiding any stigmatization or suspicion toward specific communities. Such a principled approach is vital to restoring lasting peace and transforming the southern border provinces into a genuinely safe environment for everyone.
