Statement of the National Human Rights Commission of Thailand (NHRCT) on the Condemnation of Attacks on Civilians and a Hospital Facility along the Thai–Cambodian Border and the Call to End Racial Hatred

               The National Human Rights Commission of Thailand (NHRCT) expresses its deep concern over the armed clash between Thai and Cambodian troops that took place on the morning of 24 July 2025 near Ta Muen Thom Temple. The clash subsequently escalated and spread to several areas along the Thai–Cambodian border, resulting in numerous civilian casualties and injuries on the Thai side.

          The NHRCT extends its deepest condolences to the families of those who lost their lives, and strongly condemns the inhumane acts committed by Cambodian troops in launching attacks that targeted civilians and a hospital facility. Such attacks constitute war crimes and represent serious violations of international human rights principles and international humanitarian law, particularly the Geneva Conventions and the Rome Statute.

          As Thailand’s national human rights institution, the NHRCT calls upon the Cambodian military to respect human dignity and international human rights standards, and to immediately cease all acts of violence against civilians and vulnerable groups in conflict-affected areas. The Commission also expresses its solidarity and moral support to all Thai soldiers and officials performing their duties at the frontlines, and urges all relevant agencies to exert their utmost efforts in protecting and assisting civilians at risk.

          The NHRCT further urges all parties to cease any actions or rhetoric that incite racial hatred, and to refrain from expressing or disseminating hostility against Cambodian nationals residing in Thailand, who bear no connection to the ongoing border conflict.

          Finally, the NHRCT sincerely hopes that this armed conflict—posing grave threats to the rights, safety, and well-being of civilians in both countries—will be resolved swiftly through peaceful means.
