Following the royal command appointing Chairperson and Commissioners on May 25, B.E. 2564 [2021], the fourth National Human Rights Commission of Thailand (NHRCT) has started to assume its duties. The NHRCT is well aware of the challenges it takes to promote and protect human rights in Thailand. Such challenges arise during the critical condition of the spread of COVID-19, which severely affects people's lives and rights in all aspects being health, economy and society like never before, alongside with the rapid change of current society and the world resulting from advances in technology, the impact on ecology, and the complexity of economic and social inequality.
The NHRCT recognizes that it relies on everyone in society to cooperate in human rights promotion, protection and resolution of problems to bring to the Thai society where people’s rights are respected while living in peaceful coexistence with trust and meaningful engagement. At the same time, the NHRCT needs to implement mandate in a transparent, fearless, fair, objective, impartial and constructive manner which people can rely on. The fourth NHRCT has, therefore, established the following policy platform for its future operation.
1. Focusing on protecting human rights with speed and fairness The use of information technology will be introduced to assist in the operation in order that people’s rights can be protected timely. The protection will be extended to systematic correction of human rights violation resulting from structural problems. It will cooperate with all sectors being public sector, private sector and civil society to improve public policies, orders, law and guidelines to comply with the Constitution and international human rights obligations.
2. Promoting a culture of respect for human rights The society should respect other people’s dignity; differences in opinions, beliefs, races, religions, genders, languages or any other status; and rights and liberties of others under the law. This leads to harmony in society, non-discrimination and no words that show insults, cause hatred or reduce the human dignity of others where everyone and all groups can live in peaceful coexistence.
3. Establishing and supporting the cooperation of its network organizations both domestically and internationally The networks with all sectors being people sector, civil society, private sector, public sector, academic institutions, media and young generation will strengthen the driving force in human rights.
4. Building up confidence internationally in the independent and effective role of the NHRCT The law provision(s) related to the duties and powers of the NHRCT that may not comply with the Paris Principles will be advocated for amendment. This is to provide the NHRCT with greater potential in serving people’s well-being when the NHRCT gains trust from public and international community by returning to the A status in the next accreditation process of the Global Alliance of National Human Rights Institutions (GANHRI). This will also restore Thailand's pride in international human rights community.
5. Expediting development of the NHRCT office, aiming at being a high-performance organization The digital technology including the information and data management systems will be tools for the organizational management and knowledge management (KM). The NHRCT will also support culture and the quality of life of its personnel for the organization as “happy workplace”.
