Subject : Invitation to sent representative(s)  to observe the duty performance of the CAPO in keeping public order

          In pursuance to the Cabinet’s decision on 25 November 2013 approving to declare the areas of incident effecting the internal security of the kingdom in Bangkok Metropolitant, Nonthaburi, Amphor Ladlumkeaw of Pathumthani and Amphor Bangplee of Samuthprakarn to be the areas of incident effecting the internal security of the kingdom from 25 November 2013 to 31 December 2013 whereby authorized the Commander of the Royal Thai Police to be the Public Order Keeping Director reporting directly to the Internal Security Keeping Command of the Kingdom with an authority to prevent, protect, suppress, halt, solve or ease the situation that may cause the internal security of the kingdom in such incident areas.
 
          It was found that the protest situation is leveraging to besiege of a number of government premises which would result in high risk of violent. The government premises that are the possible targets are the Government House, the Parliament, the Bangkok Metropolitan Police HQs and the Office of National Police. Since your Office is in charge of verifying fact and checking the official’s compliance to the applicable laws as well as monitoring and providing recommendations to officials in performing their duties in accordance with the laws. In order to ensure the lawful performance of duties of the CAPO’s officials/officers and to be able to solve the above-mentioned situation back to normal and in order, I would, therefore, like to seek your kind assistance in sending the Office of NHRC’s representative(s) to observe the performance of CAPO in the said areas as well as proving advices and recommendations on performing such duties. Thank you very much in this regard.
